UPDATE on REPUBLICAN Primary Runoff, May 2018!

I want to thank everyone who is supporting me, and who voted for me, to be your next Judge of the 295th Civil District Court...for We The People!  I am honored to have received the most votes of any candidate in the March 2018 Republican Primary!  However, there will be a runoff since I did not get over 50%.  I respectfully ask you to help us win this runoff!  Runoff EARLY VOTING is MAY 14-18, 2018.  Runoff Election Day is MAY 22, 2018.  For voting locations, visit

A message from Richard Risinger

To my fellow residents of Harris County:

I am a Constitutionalist running to be your next Judge of the 295th Civil District Court...for We The People!

Anyone registered to vote in Harris County can vote for this judgeship.  I respectfully ask you to join Team Risinger now to help me win this Republican Primary runoff race for Judge of the 295th!

I am a Constitutionalist who strongly believes that We The People are endowed by God with certain unalienable rights, that among these are life, liberty, and the pursuit of happiness.  I also strongly believe that We The People deserve justice in a fair and expeditious manner.  I have gained valuable experience over the years as a public servant and I am prepared to be your next judge for this court.

If elected, I pledge that:

  • I will uphold the oath of office throughout my judgeship, just as I have done throughout my professional career;
  • I will be honored and humbled to continue being a public servant, in a new capacity, for We The People;
  • I will apply the law based on text and original intent;
  • I will make decisions based on the law and the facts; and
  • I will ensure that the court is fair and efficient.


A Career of Public Service

I have served the community as a municipal attorney, including as legal advisor, prosecutor, and civil litigation attorney, for over 26 years.  I also served the community as a municipal judge, for which I was appointed by current Harris County Justice of the Peace, Precinct 8, Place 2, Louie Ditta.  As an attorney and judge, I took the oath to preserve, protect, and defend the Constitution and laws of the United States and of this State, and I have upheld my oath throughout my professional career.

As a legal advisor and an attorney for mayors, other city officials, supervisors, and employees of the city, I have provided legal advice and services regarding several different areas of law and issues.

As a prosecutor, I helped resolve thousands of cases through negotiations and through jury trials, as well as judge trials. 

As a civil litigation attorney, I have been lead counsel in numerous legal matters, including claims, lawsuits, appeals, hearings, and negotiating in mediations. I have also worked with outside counsel on such legal matters.

As a judge, I made decisions based on the law and the facts. I also attended the Texas Municipal Courts Education Center Judges Seminar every year.

I have gained valuable experience over the years meeting and working with thousands of people from all walks of life, including mayors, other city officials, chiefs of police, police officers, firefighters, supervisors, employees, legal secretaries, volunteers, judges, clerks, bailiffs, court reporters, attorneys, witnesses, jurors, and residents.

My wife, Debra Risinger, and I are natives and life-long residents of Harris County.  We have been blessed with two wonderful children and attend First Christian Church of Pasadena.  We have also been very involved in the Republican Party and the community for many years.  Among other Republican Party involvement, Debra has served as President of the San Jacinto Republican Women and as the District Director for State Representative Dennis Paul.

I graduated from Sam Rayburn High School in 1982.  Thereafter, I attended Sam Houston State University, then continued my education at the University of Texas at Austin, where I earned my Bachelor of Business Administration degree, Finance major, in 1986.  I went on to study law at Pepperdine University law school in Malibu, California and London, England, then completed my Doctor of Jurisprudence at the University of Houston law school in 1990.
